Yes that is my understanding. USB audio will not include the analog input or output filters or the output mixer, it will be strictly “in the CPU” digital signals in and out though. I therefore plan to run mine into my DAW via one of my patchbays into one of my soundcards.
However this is something I do not know the answer to, on a mac system I could arguably add the S2400 as an aggregate device via usb. So I can record other things simultaneously such as other sequenced gear through my other audio interfaces. Now on windows there is no easy way to chain devices like that (unless you buy the same interfaces that have software that allow you to chain them) so I have no idea if the S2400 will work simultaneously with other audio interfaces on a windows system.

Could you not just run it through an audio interface?
Because that soundcard is racked into my desk which would mean I’d have to pull the unit out to add or subtract instruments as needed which would be a real pain, the patchbay also effectively doubles my inputs from 12 to 24. Most of the synths on my desk are either racked into my desk or sit further back and are wired into the back of the patchbay from the backside of the desk. Whereas devices sitting right in front of me wire into the front of the patchbay allowing for easier access. So my Pro 1, Deluge, and S2400 take up most of the front inputs. Running each of the 8 channels out of the S2400 means I loose 8 channels on my soundcard right there and the pro 1 and Deluge take up 3 more. That is 11. The back of the patchbay has my JV1080, JD990, MKS50, MicroMonsta, Sruthi, Telemark, TG33, Akai modules, and MPC and Nord Lead wired into it.

I generally say get something you can grow into but go for as nice as you can afford. You will likely add gear as time goes on. The patchbay just allows you to extend the interface you have further before having to add another one.
+1 for patchbays. I run 2 to have every I/O available via the front panel of my rack. In my last studio cleanup it dawned on me to also route all my sampler inputs and turntable into the patchbay. Best decision ever. I can now sample into any sampler by simply inserting a patch cable.
Yeah there are so many ways patchbays can be useful. Especially once the studio is large enough and especially if working with a console but even for people with limited set ups it has its uses allowing you to route more easily particularly with gear you might not want to hardwire in such as guitar pedals. It took me a while to understand how they work or could be an assist.
